The siding is man-made, utilizing various combinations of wood chips and glue,
manufactured to resemble real wood. Some wood chips are large while some are very
fine grained, overlaid with very thin laminate to give a "real wood"
look on the surface. These products come in lap and panel siding. Lap siding
runs horizontally, and each board laps over the other. Panel siding is a 4x8 or

experience, if a home is more than 5 years old, and the siding is made by one

products tend to buckle and deteriorate prematurely, and delaminate, swell and

and/or the design of the sturcture. Composite siding does not handle water very
well. Water droplets collect on the bottom edge of the siding after a rain
shower or morning dew. The wood fibers expand and contract causing the boards
to crack, buckle, peel and delaminate. As the paint cracks it allows more
moisture and damage to occur. Fungi and bacteria are also attracted to wet

However, recent announcements that the Feds reached a settlement over the robo-signing scandal have reignited speculation. The idea is simple: Since the cork is now out of the foreclosure bottle, &lt;a title="How the Robo-signing Settlement will Affect You" href="http://www.biggerpockets.com/renewsblog/2012/02/08/how-the-robo-signing-settlement-will-affect-you/"&gt;we’ll soon see another flood&lt;/a&gt; of REOs inundating the marketplace.&lt;/p&gt;
&lt;p&gt;My personal opinion: don’t hold your breath.&lt;/p&gt;
&lt;p&gt;Banks have learned that if they control inventory, they can affect local prices. By releasing homes in measured amounts, they realize higher prices than if they released a glut of homes. In addition, they’ve learned that if they can mitigate their losses by agreeing to a short sale, everyone wins.&lt;/p&gt;
&lt;h3&gt;2. You can go directly to a bank to buy a foreclosure.&lt;/h3&gt;
&lt;p&gt;&lt;a href="http://pro.truliablog.com/wp-content/uploads/2012/03/iStock_000009107454Small.jpg"&gt;&lt;/a&gt;Every few weeks I’m asked how to buy foreclosures direct from a bank. Someone knows a friend being foreclosed on and they want to step in and grab the house before it hits the market. Don’t we all? In reality, banks have a simple system – they first offer properties on the courthouse steps. The rest they assign to asset mangers who then hire local real estate agents to put them on the market along with all the other homes. Want an REO? Pay cash at the courthouse steps or get in line witheveryone else when they hit the local MLS (&lt;a title="MLS - What is MLS?" href="http://homebuying.about.com/od/marketfactstrends/qt/0407MLS.htm"&gt;Multiple Listing Service&lt;/a&gt;).&lt;/p&gt;
&lt;h3&gt;3. You can get a killer deal by submitting lowball offers on foreclosures.&lt;/h3&gt;
&lt;p&gt;You would think this myth would be dead by now. Unfortunately, like Elvis sightings, it just won’t go away. Here’s the truth: Banks want REOs sold in 30 days or less, so they typically appear on the market priced slightly under comparable properties. If the property doesn’t sell quickly, the bank will lower the price after about 30 days. &lt;a title="How Much To Bid On A Bank-Owned Property" href="http://www.ehow.com/info_7991655_much-bid-bankowned-foreclosure.html"&gt;Lowball offers are ignored&lt;/a&gt; and are, quite frankly, a waste of everyone’s time and effort. &lt;a title="Buyers Lowball Foreclosure Offers" href="http://ebpublishing.com/index.php?option=com_content&amp;amp;view=article&amp;amp;id=2572:buyers-lowball-foreclosure-offers-&amp;amp;catid=7:examples&amp;amp;Itemid=121"&gt;You might get a deal&lt;/a&gt; by offering a lower price on a foreclosure that’s been sitting on the market for more than 90 days, but remember that there are good reasons it’s gone unsold for so long. And even if you have cash, your lowball offer won’t be accepted —seriously.&lt;/p&gt;
&lt;h3&gt;4. You can’t use foreclosures when doing an appraisal.&lt;/h3&gt;
&lt;p&gt;Or short sales, for that matter. That is no longer true. In fact, in many neighborhoods, that’s all that’s there. Therefore, foreclosed or distressed sales represent the actual value of homes in the area and HAVE to be used to appraise other properties. Don’t like it? Get over it. Times have changed and the ways neighborhoods are valued have changed as well.&lt;/p&gt;
&lt;h3&gt;5. Foreclosures are only affecting the bottom end of the market.&lt;/h3&gt;
&lt;p&gt;This used to be true. However, while foreclosure rates on the lower end of the market have actually decreased, &lt;a title="786 commentsMillion-dollar foreclosures rise as rich walk away" href="http://money.cnn.com/2012/02/23/real_estate/million_dollar_foreclosures/index.htm?iid=Lead"&gt;they’re actually increasing on the upper end&lt;/a&gt;. According to Daren Blomquist, vice president of RealtyTrac, the market share of foreclosed homes under $1 million is shrinking, but those among properties valued over $1 million are rising – up 115% since 2007. And foreclosures on properties valued upwards of $2 million have increased by 273%. While some well-known jet-setters have melted down and lost everything, others are choosing to &lt;a title="Definition: Strategic Default" href="http://en.wikipedia.org/wiki/Strategic_default"&gt;strategically default&lt;/a&gt;. They see it like liquidating a poorly performing portfolio – they have enough resources to cut their losses and move on. Historically, banks have been reticent to foreclose high-end homes and absorb a large loss, but defaulters are now forcing their hands and mansion foreclosure rates are moving on up.&lt;/p&gt;
&lt;p&gt;Myths control behavior, and this has never been truer than in the housing market. Savvy agents will work hard to educate their clients, debunk myths, explain market trends, educate with solid facts – and actually close transactions.&lt;br /&gt;

&lt;/a&gt; &lt;a style="float: right;" href="http://www.mortgageporter.com/.a/6a00d834522f5769e20168e4f8979f970c-pi"&gt;&lt;/a&gt;You won't need the luck of the Irish to refinance you underwater home in the Seattle (also known as the Emerald City) or anywhere in Washington after Saint Patrick's Day. The weekend of March 17, 2012 is when the next phase of HARP 2.0 will be officially released. And you may not need to wait until March for your HARP refinance; many are taking advantage of lower rates and refinancing now!&lt;/p&gt;
&lt;p&gt;Per Fannie Mae's Release Notes issued yesterday for DU Refi Plus - HARP 2.0, we'll have the following enhancements:&lt;/p&gt;
&lt;ul&gt;
    &lt;li&gt;No maximum loan to value ratio for fixed rate mortgages with terms up to 30 years&lt;/li&gt;
    &lt;li&gt;105% maximum loan to value ratio for fixed rate mortgages with terms greater than 30 years and for adjustable rate mortgages &lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;Even though Fannie Mae states the loan to value caps will be removed, it's also noted the appraisal waiver will be "updated &lt;em&gt;to further increase&lt;/em&gt; the number of loan casefiles &lt;em&gt;that are considered&lt;/em&gt; for the...waiver".   &lt;/p&gt;
&lt;p&gt;This update states the following transactions will be "&lt;em&gt;eligible for consideration&lt;/em&gt;" to have the appraisal waived:&lt;/p&gt;
&lt;ul&gt;
    &lt;li&gt;one-to-four unit properties;&lt;/li&gt;
    &lt;li&gt;primary residence (owner occupied), second or vacation homes and investment properties;&lt;/li&gt;
    &lt;li&gt;loans with a loan to value or combined loan to value (second mortgages) over 125%;&lt;/li&gt;
    &lt;li&gt;attached (condos, townhomes) and detached properties.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;You may not have to wait until March to refinance &lt;/strong&gt;depending on how underwater your home is. I'm currently working with clients from Des Moines, Kent and Seattle who had their appraisal waived and will be closing well BEFORE March as long as Fannie Mae estimates your loan to value is 105% or lower. It's unknown what value Fannie Mae's system will accept for your home until it is submitted to their automated underwriting program (DU).&lt;/p&gt;

I have been paying my rent on time and my credit is in the 700s. What  programs or other options do I have in terms of obtaining a loan? I want to  purchase a house for $70,000. --T. Jordan&lt;/em&gt;&lt;/div&gt;
&lt;p&gt;A: I'm glad to hear that your hardship has passed, and that  you've been able to get your finances back in shape. Whoever you've spoken to  is correct: There is a three-year waiting period after a short sale before you  can qualify for an FHA loan on a new home. As I see it, though, you have three  clear options:&lt;/p&gt;
&lt;p&gt;1. &lt;strong&gt;Wait a year&lt;/strong&gt;.  The fact is, time flies -- and you're only 12 months away from the expiration  of the FHA waiting period. Frankly, there are so many homes on the market right  now, including an enormous percentage of distressed properties with condition  problems and such, that between getting their own financial ducks in a row and  house hunting, it is taking many homebuyers more than a year from the time they  get started to get into contract, even without any waiting period.&lt;/p&gt;
&lt;p&gt;Unless you have an uber-urgent reason to move or are very  flush with cash (see No. 2, below), my advice is to wait the year. In the meantime,  pay your bills on time -- every time -- and work with your mortgage and real  estate brokers to make sure all your other financial ducks are in a row so  there are no surprises when your waiting period is up.&lt;/p&gt;
&lt;p&gt;2. &lt;strong&gt;Get a non-FHA loan&lt;/strong&gt;.  FHA is popular -- especially among those who only have the cash to make the FHA  minimum 3.5 percent down payment -- but it's not the only game in town. The vast  majority of conventional (non-FHA) loans available from mainstream lenders are  insured by Fannie Mae and Freddie Mac.&lt;/p&gt;
&lt;p&gt;Both these agencies impose a shorter,  two-year, post-short-sale waiting period, as long as the borrower is coming in  with a 20 percent down payment. If you wait an additional two years, the  minimum down payment requirement comes down to 10 percent, but by then you will  qualify for the 3.5 percent FHA mortgage.&lt;/p&gt;
&lt;p&gt;3. &lt;strong&gt;Plead the case of  extenuating circumstances&lt;/strong&gt;. FHA guidelines do make an exception for the  three-year, post-short-sale waiting period for former homeowners/wannabe  borrowers who can document that they were forced to do the short sale by  extenuating circumstances. The most common fact scenarios that fit the bill are  a job transfer to another area (not job loss) or a natural disaster that  affected the property (e.g., fire, flood, etc.).&lt;/p&gt;
&lt;p&gt;Beyond that, whether a "hardship," to use your  terminology, rises to the level of an extenuating circumstance for purposes of  qualifying for an FHA loan is up to the discretion of the lender, but things  like a job loss, the adjustment of a mortgage or the decline of the home's  market value do not count. &lt;/p&gt;
&lt;p&gt;If you had, say, an accident or illness that resulted in a  temporary disability, it might be worth the effort to plead your case. Speak  with your mortgage professional about whether you can make a credible argument  in favor of shortening your waiting period.&lt;/p&gt;

They are an important part of today’s market. But, they are not alone, and no one can ignore the 79 million-strong baby boomer generation, which has helped drive so many trends in society. We know how important it is to recognize the housing plans of this demographic cohort, so we conducted a survey to identify the economic implications of the generation as a whole, as well as the home buying differences between older and younger baby boomers. Thanks to the 1,300 Coldwell Banker agents and brokers who participated, we were able to get some insight into this complex and very powerful generation.&lt;/p&gt;
&lt;p&gt;Here are some highlights of what we learned:&lt;/p&gt;
&lt;ul&gt;
    &lt;li&gt;Not surprisingly, 87 percent of 1,300 agents and brokers polled agree that the economy is delaying baby boomers’ plans to sell their homes.&lt;/li&gt;
    &lt;li&gt;However, the desire to own one or more homes in this generation remains strong. 87 percent of the respondents have boomer-aged clients who already own or are looking to own and investment property.&lt;/li&gt;
    &lt;li&gt;80 percent of respondents said that older boomers (age 56-64) are more likely to want to downsize than younger boomers, but it’s not all about money: 49 percent said the primary reason boomers in general are downsizing is for a simpler lifestyle.&lt;/li&gt;
    &lt;li&gt;More than one-third (34 percent) of agents say younger baby boomers (ages 47-55) are interested in purchasing a second home, and 31 percent of respondents say they are working with younger boomer selling and looking for a larger home.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;Now, I know baby boomers are a very diverse group. There is nearly a 20 year age span between the oldest and youngest folks in this generation, which is why we felt it was very important to look at them separately and also in aggregate. Like many people, some boomers are anxious about how the current economy could affect their real estate transaction.&lt;/p&gt;
&lt;p&gt;However, the &lt;a title="Coldwell Banker Baby Boomer Survey Release" href="http://www.coldwellbanker.com/real_estate/learn/?learnPage=NEWS&amp;amp;contentId=272489" target="_blank"&gt;&lt;font color="#4f6997"&gt;survey confirms baby boomers &lt;/font&gt;&lt;/a&gt;aren’t out of the picture at all. It is important to remember that baby boomers, just like all homeowners, move because of lifestyle reasons. Younger boomers may be moving for a job, perhaps making an investment on a second home, or downsizing because their kids have left home and now they are empty nesters. Older boomers are moving into or beginning to think about retirement, and more often than not looking for a smaller home and a simpler life.&lt;/p&gt;

house prices have plunged by nearly a third since 2006, and homeownership rates
are falling at the fastest pace since the Great Depression. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="background: white; margin: 0in 0in 10pt; line-height: normal; mso-margin-top-alt: auto; mso-margin-bottom-alt: auto;" class="MsoNormal"&gt;&lt;span style='color: black; font-family: "Arial","sans-serif"; mso-fareast-font-family: "Times New Roman"; mso-ansi-language: EN;' lang="EN"&gt;The
good news? Two key measures now suggest it's an excellent time to buy a house,
either to live in for the long term or for investment income (but not for a
quick flip). First, the nation's ratio of house prices to yearly rents is
nearly restored to its prebubble average. Second, when mortgage rates are taken
into consideration, houses are the most affordable they have been in decades. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="background: white; margin: 0in 0in 10pt; line-height: normal; mso-margin-top-alt: auto; mso-margin-bottom-alt: auto;" class="MsoNormal"&gt;&lt;span style='color: black; font-family: "Arial","sans-serif"; mso-fareast-font-family: "Times New Roman"; mso-ansi-language: EN;' lang="EN"&gt;Two
of the silliest mantras during the real-estate bubble were that a house is the
best investment you will ever make and that a renter "throws money down
the drain." Whether buying is a better deal than renting isn't a stagnant
fact but a changing condition that depends on the relationship between prices
and rents, the cost of financing and other factors.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="background: white; margin: 0in 0in 10pt; line-height: normal; mso-margin-top-alt: auto; mso-margin-bottom-alt: auto;" class="MsoNormal"&gt;&lt;span style='color: black; font-family: "Arial","sans-serif"; mso-fareast-font-family: "Times New Roman"; mso-ansi-language: EN;' lang="EN"&gt;But
the math is turning in buyers' favor. Stock-oriented folks can think of a
house's price/rent ratio as akin to a stock's price/earnings ratio, in that it
compares the cost of an asset with the money the asset is capable of
generating. For investors, a lower ratio suggests more income for the price.
For prospective homeowners, a lower ratio makes owning more attractive than
renting, all else equal. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="background: white; margin: 0in 0in 10pt; line-height: normal; mso-margin-top-alt: auto; mso-margin-bottom-alt: auto;" class="MsoNormal"&gt;&lt;span style='color: black; font-family: "Arial","sans-serif"; mso-fareast-font-family: "Times New Roman"; mso-ansi-language: EN;' lang="EN"&gt;Nationwide,
the ratio of home prices to yearly rents is 11.3, down from 18.5 at the peak of
the bubble, according to Moody's Analytics. The average from 1989 to 2003 was
about 10, so valuations aren't quite back to normal. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="background: white; margin: 0in 0in 10pt; line-height: normal; mso-margin-top-alt: auto; mso-margin-bottom-alt: auto;" class="MsoNormal"&gt;&lt;span style='color: black; font-family: "Arial","sans-serif"; mso-fareast-font-family: "Times New Roman"; mso-ansi-language: EN;' lang="EN"&gt;But
for most home buyers, mortgage rates are a key determinant of their total
costs. Rates are so low now that houses in many markets look like bargains,
even if price/rent ratios aren't hitting new lows. The 30-year mortgage rate
rose to 4.12% this week from a record low of 3.94% last week, Freddie Mac said
Thursday. (The rates assume 0.8% in prepaid interest, or "points.")
The latest rate is still less than half the average since 1971. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="background: white; margin: 0in 0in 10pt; line-height: normal; mso-margin-top-alt: auto; mso-margin-bottom-alt: auto;" class="MsoNormal"&gt;&lt;span style='color: black; font-family: "Arial","sans-serif"; mso-fareast-font-family: "Times New Roman"; mso-ansi-language: EN;' lang="EN"&gt;As a
result, house payments are more affordable than they have been in decades. The
National Association of Realtors Housing Affordability Index hit 183.7 in
August, near its record high in data going back to 1970. The index's historic
average is roughly 120. A reading of 100 would mean that a median-income family
with a 20% down payment can afford a mortgage on a median-price home. So
today's buyers can afford handsome houses—but prudent ones might opt for
moderate houses with skimpy payments&lt;/span&gt;&lt;span style='color: black; font-family: "Arial","sans-serif"; font-size: 7.5pt; mso-fareast-font-family: "Times New Roman"; mso-ansi-language: EN;' lang="EN"&gt;.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="background: white; margin: 0in 0in 10pt; line-height: normal; mso-margin-top-alt: auto; mso-margin-bottom-alt: auto;" class="MsoNormal"&gt;&lt;span style='color: black; font-family: "Arial","sans-serif"; mso-fareast-font-family: "Times New Roman"; mso-ansi-language: EN;' lang="EN"&gt;For
example, the median home in the greater Phoenix market, including houses,
condos and co-ops, costs $121,700, according to Zillow.com. With a 20% down
payment and a 4.12% mortgage rate, a buyer's monthly payment would be about
$470. Rent for a comparable house would be more than $1,100 a month, according
to data provided by Zillow.com. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;

course, all of this assumes mortgages are available—no given now that lending
standards have tightened. But long-term data on down payments and credit scores
suggest conditions are more normal than many buyers think, according to Stan
Humphries, chief economist at Zillow. "If you have good credit, a job and
a down payment, you can get a mortgage," Mr. Humphries says. "There's
more paperwork and scrutiny than five years ago, but things are pretty much
like they were in the '80s and '90s."&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;

all housing markets are bargains. Mr. Humphries says Zillow has developed a new
price/rent ratio that uses estimates for each individual property rather than
city medians, to better reflect the choices facing typical buyers. A fresh look
at the numbers suggests Detroit and Miami are plenty cheap for buyers, with
price/rent ratios of 5.6 and 7.7, respectively. New York and San Francisco are
more expensive, with ratios of 17.6 and 17.2, respectively. The median ratio
for 169 markets is 10.7. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="background: white; margin: 0in 0in 10pt; line-height: normal; mso-margin-top-alt: auto; mso-margin-bottom-alt: auto;" class="MsoNormal"&gt;&lt;span style='color: black; font-family: "Arial","sans-serif"; mso-fareast-font-family: "Times New Roman"; mso-ansi-language: EN;' lang="EN"&gt;For
investors seeking income, one back-of-the-envelope way of seeing how these
numbers stack up against yields for other assets is to divide 1 by the
price/rent ratio, resulting in a rent "yield." The median market's
rent yield is 9.3%. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="background: white; margin: 0in 0in 10pt; line-height: normal; mso-margin-top-alt: auto; mso-margin-bottom-alt: auto;" class="MsoNormal"&gt;&lt;span style='color: black; font-family: "Arial","sans-serif"; mso-fareast-font-family: "Times New Roman"; mso-ansi-language: EN;' lang="EN"&gt;Investors
would then subtract for taxes, insurance, upkeep and other expenses—costs that
vary widely. But suppose total costs were 4% of the purchase price. That would
still leave a 5.3% rent yield in the typical market. With the 10-year Treasury
yield at 2.2% and the Standard &amp;amp; Poor's 500-stock index carrying a dividend
yield of 2.1%, rents for residential housing in many markets look attractive. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="background: white; margin: 0in 0in 10pt; line-height: normal; mso-margin-top-alt: auto; mso-margin-bottom-alt: auto;" class="MsoNormal"&gt;&lt;span style='color: black; font-family: "Arial","sans-serif"; mso-fareast-font-family: "Times New Roman"; mso-ansi-language: EN;' lang="EN"&gt;A
few caveats are in order. First, not all transactions are average ones. Even in
low-priced markets, buyers should shop carefully. Second, prices could fall
further. Celia Chen, a senior director at Moody's Analytics, expects prices to
drop 3% before bottoming early next year and rising slowly thereafter. "If
the economy slips back into recession, however, we could easily see a 10%
drop," Ms. Chen says.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="background: white; margin: 0in 0in 10pt; line-height: normal; mso-margin-top-alt: auto; mso-margin-bottom-alt: auto;" class="MsoNormal"&gt;&lt;span style='color: black; font-family: "Arial","sans-serif"; mso-fareast-font-family: "Times New Roman"; mso-ansi-language: EN;' lang="EN"&gt;And
property "flipping" can be dangerous even when prices are rising.
That is because, absent a real-estate boom, house price gains simply aren't
that exciting. Research by Yale economist &lt;a href="http://topics.wsj.com/person/s/robert-shiller/551"&gt;&lt;span style="color: rgb(9, 61, 114); text-decoration: none; text-underline: none;"&gt;Robert Shiller&lt;/span&gt;&lt;/a&gt;
suggests houses more or less track the rate of inflation over long time
periods. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="background: white; margin: 0in 0in 10pt; line-height: normal; mso-margin-top-alt: auto; mso-margin-bottom-alt: auto;" class="MsoNormal"&gt;&lt;span style='color: black; font-family: "Arial","sans-serif"; mso-fareast-font-family: "Times New Roman"; mso-ansi-language: EN;' lang="EN"&gt;Houses
aren't the magic wealth creators they were made out to be during the bubble.
But when prices are low, loans are cheap and plump investment yields are

&lt;p&gt;Existing-home sales declined in July from an upwardly revised June pace but are notably higher than a year ago, according to the National Association of Realtors&amp;#174;. Monthly gains in the Northeast and Midwest were offset by declines in the West and South.&lt;/p&gt;
&lt;p&gt;Total &lt;a href="http://www.realtor.org/wps/wcm/connect/RO-Content/ro/research/research/ehsdata"&gt;existing-home sales&lt;/a&gt;&lt;sup&gt;1&lt;/sup&gt;, which are completed transactions that include single-family, townhomes, condominiums and co-ops, fell 3.5 percent to a seasonally adjusted annual rate of 4.67 million in July from 4.84 million in June, but are 21.0 percent above the 3.86 million unit pace in July 2010, which was a cyclical low immediately following the expiration of the home buyer tax credit.&lt;/p&gt;
&lt;p&gt;&lt;a href="http://www.realtor.org/wps/wcm/connect/RO-Content/ro/research/chief_economist_bio"&gt;Lawrence Yun&lt;/a&gt;, NAR chief economist, said there is a tug and pull on the market. “Affordability conditions this year have been the most favorable on record dating back to 1970, but many buyers are being held back because banks are offering financing to only the most highly qualified borrowers, ignoring a large share of otherwise creditworthy buyers,” he said. “Those potential buyers represent the difference between an uneven recovery and a much more robust housing market that could stimulate additional economic activity and create jobs.”&lt;/p&gt;

&lt;p&gt;According to Freddie Mac, the &lt;a href="http://www.freddiemac.com/pmms/pmms30.htm" target="_blank"&gt;national average commitment rate&lt;/a&gt; for a 30-year, conventional, fixed-rate mortgage was 4.55 percent in July, up from 4.51 percent in June; the rate was 4.56 percent in July 2010. Last week, Freddie Mac reported the 30-year fixed rate dropped to 4.32 percent.&lt;/p&gt;
&lt;p&gt;Contract failures – cancellations caused largely by declined mortgage applications or failures in loan underwriting from appraised values coming in below the negotiated price – were unchanged in July, reported by 16 percent of NAR members. In addition, 9 percent of Realtors&amp;#174; report a contract was delayed in the past three months due to low appraisals, and another 13 percent said a contract was renegotiated to a lower sales price because an appraisal was below the initially agreed price.&lt;/p&gt;
&lt;p&gt;NAR President &lt;a href="http://www.realtor.org/wps/wcm/connect/RO-Content/ro/about_nar/fullbio_phipps"&gt;Ron Phipps&lt;/a&gt;, broker-president of Phipps Realty in Warwick, R.I., said an unacceptably high number of potential home buyers are unable to complete transactions. “For both mortgage credit and home appraisals, there’s been a parallel pendulum swing from very loose standards which led to the housing boom, to unnecessarily restrictive practices as an overreaction to the housing correction,” he said.&lt;/p&gt;
&lt;p&gt;“Beyond the tight credit problems, all appraisals must be done by valuators with local expertise and using reasonable comparisons – it doesn’t make sense to consistently see so many valuations coming in below negotiated prices, often below replacement construction costs,” Phipps said.&lt;/p&gt;
&lt;p&gt;In an environment following a large price correction, Phipps said a price negotiated between a buyer and seller would appear to be a fair market price. “Banks frequently request numerous sales comparisons, well beyond the customary three comps used in the past, with little consideration that some of those properties may be discounted foreclosures used to valuate a traditional home in good condition,” he said. “To a great extent, banks are exerting influence on appraised valuations with negative impacts for both home sales and prices.”&lt;/p&gt;
&lt;p&gt;The national median existing-home price&lt;sup&gt;2&lt;/sup&gt; for all housing types was $174,000 in July, down 4.4 percent from July 2010. Distressed homes&lt;sup&gt;3&lt;/sup&gt; – foreclosures and short sales typically sold at deep discounts – accounted for 29 percent of sales in July, compared with 30 percent in June and 32 percent in July 2010.&lt;/p&gt;
&lt;p&gt;Total housing inventory at the end of July fell 1.7 percent to 3.65 million existing homes available for sale, which represents a 9.4-month supply&lt;sup&gt;4&lt;/sup&gt; at the current sales pace, up from a 9.2-month supply in June.&lt;/p&gt;
&lt;p&gt;All-cash sales accounted for 29 percent of transactions in July, unchanged from June; they were 30 percent in June 2010; investors account for the bulk of cash purchases.&lt;/p&gt;
&lt;p&gt;First-time buyers purchased 32 percent of homes in July, up from 31 percent in June; they were 38 percent in July 2010. Investors accounted for 18 percent of purchase activity in July compared with 19 percent in June and 19 percent in July 2010. The balance of sales was to repeat buyers, which were a 50 percent market share in July, unchanged from June.&lt;/p&gt;
&lt;p&gt;Single-family home sales declined 4.0 percent to a seasonally adjusted annual rate of 4.12 million in July from 4.29 million in June, but are 21.5 percent above the 3.39 million level in July 2010. The median existing single-family home price was $174,800 in July, down 4.5 percent from a year ago.&lt;/p&gt;
&lt;p&gt;Existing condominium and co-op sales were unchanged at a seasonally adjusted annual rate of 550,000 in July, and are 17.3 percent above the 469,000-unit pace one year ago. The median existing condo price&lt;sup&gt;5&lt;/sup&gt; was $168,400 in July, down 4.0 percent from July 2010.&lt;/p&gt;
&lt;p&gt;Regionally, existing-home sales in the Northeast rose 2.7 percent to an annual level of 750,000 in July and are 19.0 percent above July 2010. The median price in the Northeast was $245,600, down 6.8 percent from a year ago.&lt;/p&gt;
&lt;p&gt;Existing-home sales in the Midwest increased 1.0 percent in July to a pace of 1.05 million and are 31.3 percent above a year ago. The median price in the Midwest was $146,300, down 2.9 percent from July 2010.&lt;/p&gt;
&lt;p&gt;In the South, existing-home sales declined 1.6 percent to an annual level of 1.84 million in July but are 19.5 percent above July 2010. The median price in the South was $152,600, which is 2.2 percent below a year ago.&lt;/p&gt;
&lt;p&gt;Existing-home sales in the West fell 12.6 percent to an annual pace of 1.04 million in July but are 16.9 percent above a year ago. The median price in the West was $208,300 down 7.1 percent from July 2010.&lt;/p&gt;

interest rates, are out looking for deals.&lt;br /&gt;
&lt;br /&gt;
And on Sunday, often a big day
for open houses, there were plenty of people out shopping for
bargains.&lt;br /&gt;
&lt;br /&gt;
Real estate professionals say if you've got the money, there's
never been a better time to buy.&lt;br /&gt;
&lt;br /&gt;
Real estate agent Karen Jurewicz showed
potential buyers through a three-bedroom, 1 1/2-bathroom home in the North
Admiral neighborhood of West Seattle. She's optimistic that the home - with
stunning views of downtown Seattle - will sell fast.&lt;br /&gt;
&lt;br /&gt;
It's only been on
the market for a few days, listed at $550,000. Four years ago, it could have
triggered a bidding war at $700,000. But these days, home buyers are expecting
terrific deals.&lt;br /&gt;
&lt;br /&gt;
"Pricing is just critical," says Jurewicz. "If you
overprice your home, it's not going to sell. It'll just sit. And the longer it
sits in the Seattle market, the less likely it is to sell."&lt;br /&gt;
&lt;br /&gt;
More and more
people are looking, encouraged by super-low interest rates. Thirty-year fixed
mortgages can be snagged for as low as 4 percent.&lt;br /&gt;
&lt;br /&gt;
And that's allowing
some to consider even more expensive homes.&lt;br /&gt;
&lt;br /&gt;
"The interest rates are so
low, they can afford more house," says real estate agent Deborah Greer. "So
they're looking at price points they haven't looked at before because they're
monthly payments will be lower."&lt;br /&gt;
&lt;br /&gt;
Despite the gloomy forecast for the U.S.
financial and housing markets, a national economic tracking firm says Tacoma
home prices should increase about 25 percent in the next two years - the highest
increase in the country.&lt;br /&gt;
&lt;br /&gt;
In Seattle, gains of roughly 10 percent are
expected.&lt;br /&gt;
&lt;br /&gt;
A big factor, according to analysts, is our area's strong,
diverse economy.&lt;br /&gt;
&lt;br /&gt;
But a lot is also riding on personal finances - and how
comfortable people are making the big leap in trying times.&lt;br /&gt;
&lt;br /&gt;
Those who
study the housing market say loans are tougher to get than they used to be. But
if buyers have steady income, solid credit and can put down a sizeable down
payment - they should be in good shape.&lt;br /&gt;
&lt;br /&gt;
"It's a gamble to wait. I think
now's the time," says Greer.&lt;br /&gt;
&lt;br /&gt;
Nevertheless, some lending companies are
predicting that low rates will stick around through the 2012
elections.
